Preheat oven to 425°F (220°C).

Make béchamel: melt 3 tbsp butter in a saucepan, whisk in flour and cook 1 minute.

Gradually add milk, whisking constantly until smooth and thickened, about 5 minutes.

Season béchamel with salt, pepper, and nutmeg. Set aside.

Butter one side of each bread slice with remaining butter.

Place 4 slices butter-side down on a baking sheet, layer with ham and half the cheese.
